This way, agencies trying to help the victim are able to stay in contact with them. This bill also has the added benefit of severing the technological tie that the victim and abuser have. An abuser can use technology from the phone such as the find my phone app to track down the victim. Having a phone allows the victim their freedom and ability to access bank information and other important contacts.
